- Verification fee: The charge for inspection is five percent of the CIF. The government waives the fee for goods in transit, storage, or temporary entry regimes and for goods used for diplomatic missions and the import of personal effects.
- There is also a daily fee which applies to vehicles kept in temporary storage in the country while the paperwork and other documents are being sorted out.
- Value-Added Tax (French acronym TCA): The 10 percent of VAT is charged imports.
- Excise Tax: A 10 percent fee is levied on imported cars of 2200 cubic centimeters or more; 90 percent of CIF on gasoline; 40 percent of CIF on diesel oil; 30 percent of CIF on kerosene; two percent of CIF on fuel oil; two percent of CIF on lubricants; and three percent of CIF on aviation fuel.

Custom Regulation:
The government of Haiti has made changes and updated the custom regulations in 1987. Since then, the government has issued several official decrees modifying the level of customs duties on virtually all products.
The value of imported used vehicle, based on either the “Free on Board’’ or cost, Insurance Freight’’ (CIF) valutions, is converted into Haitian gourdes at the prevailing daily rate, prior to the applications of duties and taxes.
All duties and taxes are payable to the Haitian Customs Administration.
A bill of lading, in four original copies, signed by the captain, must be presented to Customs upon arrival.

Verification of CIF value procedure:
The first verification occurs during the customs clearance process. It includes an examination of presented documents and, if needed, an inspection of the goods.The second verification occurs after customs clears the goods. During the second control, the value of goods is verified; invoice prices are checked during this part of the control process.The collection is done by Haitian Central Bank it collects the duties for goods imported into Port-au-Prince. For vehicle shipped elsewhere in Haiti, duties are collected through the National Credit Bank (BNC). Customs formalities can take from 24 to 48 hours if all forms are in order.

In Port-au-Prince, a private car is essential for independence and convenience, as public transport is not recommended. Mission personnel should ship their cars to Haiti as early as possible, even if this means renting a car in the U.S. for a brief period.Regulations in effect for all U.S. agencies regarding importation and disposal of motor vehicles are as follows:
* No motor vehicle may be imported for the purpose of resale.
* Sale of duty-free, imported, privately owned vehicles and personal property, normally on departure from post, is subject to strict control by the Embassy.
* A motor vehicle cannot be sold until payment of duties by either the seller or the buyer is assured, unless someone with duty-free privileges purchases the vehicle.
* Notification in writing of the transaction must be sent to the Embassy administrative officer. The Embassy will then report the sale to the Haitian Ministry of Foreign Affairs and to the police.
Cars with high clearance and good traction are most popular for the steep hills and potholed streets of Port-au- Prince. Most people find a four-wheel drive sport utility vehicle the only good choice – people who have imported sedans have usually regretted the decision. Vehicles with four-wheel drive are needed for almost all travel outside Port-au-Prince. Also, keep in mind that the streets of Port-au-Prince are very narrow. A used car in good mechanical condition is adequate. Cars are driven on the right side of the road.
Minimum liability insurance, consisting of $2,000 bodily injury and $1,000 property damage for each accident, is compulsory. Consideration should be given to acquiring additional insurance through an international insurance company. The Haitian Government grants tax-free car registration and licensing to all U.S. Government personnel. This process is handled by the Embassy.
Automobile repair shops make some repairs, but quality is questionable. There are dealers in Port-au-Prince for most major manufacturers. These dealers do provide reasonably good service on most models although they can be expensive and slow. Many spare parts for American, Japanese, and European cars are sold locally but at two-to- three times their U.S. prices. Tires and batteries may be purchased locally. Tires with tubes hold up better than tubeless tires.
Unleaded gasoline and diesel fuel are available at duty-free prices through the Embassy. Security restrictions may prevent official staff and family members from traveling to downtown Port-au-Prince, in which case gas is available on the local economy for between US $3-5 per gallon. Gasoline sold in Haiti is called “super” but is comparable to U.S. “regular”. Do not remove catalytic converters from cars.
